You don't get a new Firefox instance - without selecting a different
profile - when starting Firefox again. So in the newly opened Firefox
window you are still logged in to OpenCms with the same
CmsRequestContext as in the other Firefox windows. This means you have
also selected the Offline project in the new Firefox window.

IE does create a new instance.

Publish your project and try the same.
Does the Guest User have permissions to see the files?
Does everything work with the default site root?
