[opencms-dev] Help-Module is only visible for Administrator-group

Hi 
I imported the OpenCms-help-module and added the german-language-module. 
Everything is OK when i am logged in as member of the administrator-group. I can see the help button and the context-help is also available. 

My problem: 
When i am logged in as member of the non-administrator group, the help button is not available. 
Can anybody tell how to enable the help-button for non-administrator-users.
