/system/workplace/editors/htmlarea/editor_configuration.xml

you shall write an additional <agent> tag like this

<agent>^Mozilla/5\.0 \(.* rv:1\..*\) Gecko/200\d* .*$</agent>
<agent>.*</agent>

publish and restart tomcat, then you should have the whole toolbar in
htmlarea editor.
