[opencms-dev] web-user management

The web user concept in the current core version is just the "normal" user
management with one important addition: A "web user" can be created by a
non-administrator, which is required since the user has to create himself
when registering. There is a flag in the user table which indicates that the
user is a "web user" not a "standard" user. 

The OpenCms 5 GUI did only show the "standard" users and not the "web
users". Then there was some sort of additional table with info that was NOT
used by the core but from external applications. This table has been dropped
in recent releases because no core function used it. 

For OpenCms 6, the user management GUI will allow you to edit "web users"
like "standard" users, i.e. you can add / edit / create them from the GUI.
No major changes will be done for the core functionality compared to the
current b3 release. 

The user managment will likley be improved for the next OpenCms version
_after_ 6. In general, the whole approach will be re-thought, so there may
be some major additions or changes to the 6 version. But that's certainly
not something for the near future.
