[opencms-dev] Question about initial fill of the opencms database tables

Hello list,

in which step of the OpenCms setup wizard and in which place of the source
code, JSP, classes etc. behind are the opencms database tables initially
filled?
At which point are particularly the tables CMS_USERS and CMS_GROUPS filled?
Is there an SQL statement or script that is used for it?
