[opencms-dev] Is reinstall necessary when moving from webapps/opencms -> webapps/ROOT ?

I've got a server which is almost in production so I want to minimize
down time. Is it necessary to reinstall OpenCms in the webapps/ROOT
directory if I want to move to a multisite configuration?

Ie: can I just shutdown Tomcat, move all the files in
webapps/opencms/* to webapps/ROOT/*, make the edits as per the docs
and leave the database as is?
