[opencms-dev] File encoding issue with 5.0, Tomcat 5.5 on Windows 2003

Are you running Tomcat by clicking on the start icon, or running the
startup.bat script?

If the the first, then your update to startup.bat may not take effect
-- you will have to edit the icon properties to add
-Dfile.encoding=ISO-8859-1 .... to the command.
