[opencms-dev] File encoding issue with 5.0, Tomcat 5.5 on Windows 2003

I looked at the configuration at work:
j2sdk1.4.2_04
Apache Tomcat/4.1.29
OpenCms 5.0.1 Kaitain
Windows XP Prof SP1
