Here is a List of Questions to answer before implementing a CMS:

Do you have an existing CMS deployed in your organization?
Do you have currently a plan for evaluating and selecting (replacing) a
CMS?
Do you have a timeline for implementing a CMS?
Which short- and long-terms goals are going to be achieved through a
CMS?
How many knowledge workers are involved in the evaluation process?
Which roles (editors, approvers, publishers) are involved to take a
decision?
How many employees are going to use your CMS?
Do you need a LDAP, MS ADS Interface?
What kind of CMS are you going to implement (for Intranet, Internet,
Extranet)?
How many websites are going to manage with your CMS?
How many languages shall your website provide to your visitors?
Do you have to implement a workflow with your CMS?
Shall your CMS be e-Commerce enabled?
Which types of (structured) content are going to be published (events,
press releases, eForms, FAQ's?
How frequently does these types of content be updated?
Shall other Web Applications be integrated into your CMS?
Which output formats shall your CMS support (PDF, XML, WML)?
Shall your CMS support sitemaps to be generated automatically?
Shall your CMS support automatic menu navigation?
Shall your CMS support publishing reports?
Shall your CMS provide document management functionalities (e.g. storage
retrieval, regularity, or search in word, visio, autocad, etc. docs)?
Shall your CMS support compliance as a process (that's the functional
requirements of laws, regulations and records management)?
Shall your CMS support Output management (automatic printing and
archiving)?
Shall your CMS be managed / hosted internally or externally by a third
party?
Do you have programmers in house?
Shall your CMS support multilingual websites?
Shall your CMS provide spell checking?
Shall your CMS be able to accept content via email?
Shall your CMS provide an Interface to ERP or CRM systems?
Shall your Content Repository conform to JSR 170 standard?
Shall your CMS support dynamic image resizing?
Shall your CMS provide a Voting Module?
Shall your CMS provide advanced search capabilities?
Shall your CMS provide an Interface to (a) Payment Card Gateway(s)?
Are you planning to integrate blogs into your portal?
Are you planning to integrate Webservices, SOA, BPEL?
Which technology do you prefere or have to continue with, JAVA, .NET,
others?

Many thanks Arash. It is indeed a nice offer. I have setted an OpenCMS
distro on my laptop so I 
assume I would like to play with it here (this will allow me to check
the db, and make a lot of 
tweaks around ;-)).

Definitely I will take a look at the links. I do have knowledge about
what a cms solution should 
provide and moreover I think I have better knowledge of what I would
like to have ;-). However, the 
cms market seems very different and the approaches are quite different
(f.e. I have spent the last 
few weeks looking at OpenCMS, Magnolia and LifeRay, every of them
offering a completely different 
approach).

One of the common points however is the lack of this step-by-step guide
;-). It will provide a new 
user with an improved starting time, so as you may guess for the user it
will be much more easier to 
decide for a solution. I don't think this overlaps with the professional
(payed) services almost all 
CMS providers are offering, but rather would help gain more and more
users.
