What does catalina.out or opencms.log say?
How does this fit together:

And how did you uninstall OpenCms?
Maybe it's setting setup.enabled=true in opencms.properties is enough.
Should be the last line, don't know if setup.enabled is spelled correctly.
Of course restart Tomcat or your OpenCms webapp.
