[opencms-dev] Problem rendering escape characters on static export V6

I don't know if this is the same issue, but we had some problems with 
special characters not displaying properly.  We solved it by changing 
the character encoding in Apache to UTF-8.  The static pages were 
rendered in UTF-8 but Apache serves up those pages directly, so it what 
sending in the page header that it was to be rendered as Windows something.

Test:  Try forcing your browser to different character encodings and see 
if that improves the picture.  If so, look into changing Apache's 
default character encoding (httpd.conf) to UTF-8.
