[opencms-dev] Can i lock the page layout?

Hello World,

I have searched but I can't find any answer,
I hope you can give me some clue or advice.

Can I create some templates for some pages,
for example a three-level web-site
and LOCK the layout for the templates
so when they are used, they are fixed and the
user should only could change the information
not the layout ?
