[opencms-dev] consistent user interface for OpenCms

UI suggestion: when an icon or menu item is unavailable ("grayed
out"), give an explanation as to why it is not available ("locked",
"insufficient privilege", etc).

This could be by way of a "title" tag in the icon image which is
implemeted as a "tool tip" in many browsers.
