Hi,

you should create a new module. Take a look at "OpenCms module documentation" 
shipped with the alkacon documentation. 
After creating the module it is located at /system/modules/org.blubb.foo/ 
there is a subfolder elements where you can put your menu.jsp (for example) 
into.
