{TOMCAT_HOME}/webapps/ROOT/WEB-INF/config/opencms.properties and change
the last value to true

Hello all,
I am having trouble with the OpenCMS setup.  I successfully installed
the java sdk, mysql, and tomcat.  I can get to the tomcat pages/admin
and manager pages.  However, I cant get to the /opencms/ocsetup page. 
I get the following error:

HTTP Status 404 - /opencms/ocsetup
type Status report
message /opencms/ocsetup
description The requested resource (/opencms/ocsetup) is not available.
Apache Tomcat/5.5.15

I checked my catalina.out file and found this entry after my attempt:

I'm not sure what I'm missing here.  I found some references to this
error condition in some of the archives from this list, but none of
the solutions seemed to help me.  Any help is greatly appreciated.
