For me, the default set-up URL is /opencms/setup - try that, and not
/opencms / ocsetup.
The OpenCms installation process always throws up the 'wizard still enabled'
exception in the log when OpenCms first comes alive, at least for me. Just
ignore the message and carry on with the set-up - it should work fine. The
opencms.properties line to which Joel refers is automatically set to 'false'
by the set-up process once you've completed it.

You will need to go to
{TOMCAT_HOME}/webapps/ROOT/WEB-INF/config/opencms.properties and change the
last value to true

Subject: [opencms-dev] errorCode=404, location=/opencms/handle404
Hello all,
I am having trouble with the OpenCMS setup. I successfully installed the
java sdk, mysql, and tomcat. I can get to the tomcat pages/admin and
manager pages. However, I cant get to the /opencms/ocsetup page.
I get the following error:
###
HTTP Status 404 - /opencms/ocsetup
type Status report
message /opencms/ocsetup
description The requested resource (/opencms/ocsetup) is not available.
Apache Tomcat/5.5.15
###
I checked my catalina.out file and found this entry after my attempt:
###
Feb 8, 2006 1:45:44 PM org.apache.catalina.core.StandardHostValve custom
SEVERE: Exception Processing ErrorPage[errorCode=404,
location=/opencms/handle404]
javax.servlet.ServletException: Critical error during OpenCms
initialization: The OpenCms setup wizard is still enabled.
###
I'm not sure what I'm missing here. I found some references to this error
condition in some of the archives from this list, but none of the solutions
seemed to help me. Any help is greatly appreciated.
-Brad
