[opencms-dev] how to determine text elements set?

In the direct edit windows there is a button with tooltip "Elements"
on one of the toolbars.  It allows you to add/remove some text
elements on a page.

For Template one it shows elements "Text Z[1234] S[12]".  But how
does it determine the set of elements?  With my custom template it
only shows the existing elements, which are left from Template one
anyway...
