In OpenCms 6.2, there is be a Bean org,opencms.jsp.CmsJspXmlContentBean
(extends CmsJspActionElement) that provides scriptlet code equivalents for
the <cms:contentXXX> tags. Demo pages are provided as part of the
/xmlcontentdemo folder. This is already available in 6.2 beta.
Kind Regards,
Alex.

There was a thread about this a few weeks ago - search for postings by Nigel
Kersten. I don't think we ever reached any firm conclusions (at least, not
ones that I understood!).
If the reason you're asking is because you need a way to create new XML
content items when there aren't any to start with, then don't forget that a
workaround is to ask your content authors to use the Workplace explorer view
and the 'New [resource]' button.
