It could be that your old head.jsp with the wrong encoding is getting
cached, purge the flex cache and try a new static export, I'm doing static
export with several languages, including German, English and Farsi (Persian)
and it works fine, but I can remember, that sometimes the old head was
included and I had to purge the jsp repository or even restart my tomcat
sometimes.
After the static export examine your source and be sure that the right
encoding (UTF-8) exists in the head.
And if you use MySQL be sure that your encoding setting of InnoDB tables is
UTF-8.

Arash and Pere should be right.
If the browser gets a page from opencms, then opencms will inform about the
page encoding with the response header.
If you do static export then apache (or whatever) will deliver the page and
apache has no clue about the page encoding.
Therefore you need to insert the meta tag as Arash described, so that the
browser can apply the correct encoding when it display the page.
