This is really weird.

I don't have trouble with 6.21 (after finding my own faults at least 
with some help from the list... - but I did not use 6.0.0; I went from 
5->6.03->6.04->6.20->6.21, I think)

Does login via cmsshell work?
Any old classes/jars lying around somewhere in your webapp folder?
Any strange log entries in your update.log?
