[opencms-dev] DefaultWebApplication context parameter

What does the DefaultWebApplication context parameter do in OpenCMS 6.2? 
What is it's purpose?  I thought that I could change it to use a different 
site as the default, but that didn't seem to work for me.  Maybe I did it 
wrong.

  <param-name>DefaultWebApplication</param-name>
  <param-value>ROOT</param-value>
