[opencms-dev] How to translate a site into different locale

I don't think opencms can do this at all. Perhaps someone can correct
me? 
I've always thought workplace translation was of questionable value at
best, compared to content translation.

Hi List,
   I have been looking for documentation about
translating a site into different locale, but all I
see is the translation of the workplace.

I don't want to translate my workplace, I just want to
translate my site. 
For example: How are Nav Text translated.

Any direction in this regard will be highly
appreciated.
