Perhaps the picture is not that bleak!

One common OpenCms way to maintain content in more than one language is to
create your site in the primary language, then to create a parallel site
with resources which are siblings of the main site's resources.  A sibling
necessarily has the same contents, but (i) it's in a different location, and
(ii) it may have different properties.  These properties include things like
title, description, keywords, and of course all the navigation stuff.

Clearly you have to deal with a few issues - e.g. how you structure the two
(or more) sets of resources.  Again, a common way is to have two different
brances of the site, one rooted at (e.g.) /en, another /it, another /de...
and so on.

I don't think opencms can do this at all. Perhaps someone can correct me? 
I've always thought workplace translation was of questionable value at best,
compared to content translation.

Hi List,
   I have been looking for documentation about translating a site into
different locale, but all I see is the translation of the workplace.

I don't want to translate my workplace, I just want to translate my site. 
For example: How are Nav Text translated.

Any direction in this regard will be highly appreciated.
