Look at opencms-modules.xml, if it is your own resource type or one that comes with template one.
Look at opencms-workplace.xml, if you want to modify the context menu of a standard resource type.

In these files the context menus are defined.
But there seems to be a problem with defining new texts that shoud be displayed there. Just creating a language file that contains text for the codes that are referenced in the xml files is not enough in this case. Somebody posted that another property file (one that is included inside one of the JARs???) has to be modified. Search the context menu for "context menu"; there was a discussion on this some weeks ago.
