Check if all libraries are there in the regular file system under
opencms/WEB-INF/libs

These files must have such permissions that they can also be read by the
process of the servlet engine.

You might also check, which module folders are there in the opencms
virtual filesystem under /system/modules/ (switch to site root "/" before!)
