[opencms-dev] problem in creating menus

- Is the startfolder also "/", if you are NOT logged in in the opencms
workplace?
- Have you changed anything in the site configuration?

Usually the default site root is set to /sites/default (this should be
in opencms-vfs.xml, I think - not totally sure)
