Have you looked into the file system?
Is it really *there* in your export folder?

Maybe opencms had a problem with static export (e.g. permission problem) and could not write the export file.
You can force a static re-export of everything from the Database tools of the Admin view.

That is normal. If you are working offline then opencms will go into "preview mode" for your session.
That means that you will always see fresh content coming directly from the database and in order to enable this, opencms will not link to any exported resources if you are logged in like this. Rather opencms will then make all links point back to opencms itself so that really everything *can* be pulled out of the DB.

As I said - check, if the export files are really there.
Maybe there is/was sth. wrong with your export config, maybe you shifted to a new server but forgot to re-publish/copy the exported files.
