Yes, it really sounds as if opencms doesn't care - at least if your parameter value for setSiteRoot is filled with the site root that you would want. 
Very strange.

Could you try to output the result of 
   cms.getRequestContext().getSiteRoot()

at the place where you normally do your redirect?
