Should your PDF files ever exported according to your configuration? If so *were* they ever exported, or did you switch static export on later, after you had already published your PDFs?

As soon as you enable static export, then in the online project all links to exportable files will point to their export address. If the export doesn't work and if therefore the files are not exported then you will get a 404 - so check your export configuration and check if the links to your PDFs points to your export folder or not.

Are you sure that you don't need /opencms/? What is the address of the login to your opencms workplace.
