first of all .. you will not have so much memory available in a XP
Enviroment with just 1 GB RAM ... try this ..

-Xms128m -Xmx392m

and isn't it possible to use a mysql 5.x? What Tomcat version is
installed? (exact version) Inspect your Swap Size in productive usage!
