I could not get this working, so ended up using xtags instead.
I will report this as bug in OpenCms bugzilla.

Subject: [opencms-dev] jstl/xml NoSuchMethodError in OpenCms 6.2.3
Hi all,
I am trying to use jstl/xml in OpenCms 6.2.3 and get the following error
with my simple test code.
java.lang.NoSuchMethodError:
org.jaxen.dom.DocumentNavigator.getInstance()Lorg/jaxen/dom/DocumentNavigato
r
I assume that this is because some libraries are either not compatible or
maybe there are multiple jars for different versions of the same library. I
noticed from the list archive that other people have had the same problem.
Does anyone have resolution to this yet?
Thanks,
Olli
