[opencms-dev] Error including tld files in JSP in opencms

I am new to openCMS, and i am trying to run a jsp importing struts-bean.tld,
openCMS throw a error reporting 

"Error File "/WEB-INF/struts-bean.tld" not found  " but I had copied it in
WEB-INF under app/tomcat/webapps/lq/WEB-INF.

Please suggest.
