[opencms-dev] disable user's login lock

in the opencms-system.xml there is a chunk of code:
<loginmanager>
<disableMinutes>15</disableMinutes>
<maxBadAttempts>3</maxBadAttempts>
</loginmanager>
I'm not sure but I'd guess there....
