[opencms-dev] Workplace users in a OU are allowed to publish

I forgot to mention I am using version 7.0.1 . I have just checked the release notes of the next versions and haven't seen anything regarding this issue.

Hi List,
 
 I discovered recently that a user with only the role 'Workplace user' that belongs to a non-root organizational unit, is allowed to publish ressources in the assigned content of his OU. In the content not assigned to his OU, the publish actions are available, but it comes to an 'error while filling the list' while showing the publish report before actually doing the publish action.
 
As a workplace user in the root OU does not have permissions to publish, I was not expecting for such a user to be able to publish. Is this behavior expected/reported? Do you know any workaround for it?
