[opencms-dev] access control issue

     I create a orgnization unit as /orgunit1 ,a group GroupA of /orgunit1 ,a
user   UserB of GroupA ,grant workspace user role to UserB,I create a folder
/site/default/folderC,set the permission of GroupA is +r+v+w-d-c. subfoler
inhirate
     But when I login as UserB into /orgunit1,and create a file in folder
folderC,but UserB can publish the file he create,in fact that I deny the
publish permission
