[opencms-dev] flag not to publish

No, it's not about disabling, just let the logic win and make the administrator permission-configurable. ;)

Or what else could be plausible solution to prevent an administrator to publish/export a specific folder/file?

Thanks for the confirmation. Nevertheless, I have to agree with David. Maybe you can - for one of the next versions - keep this in mind and disable the change permission feature for Adminstrators. That would be very nice.

I hope you don't mind, that I put the information you wrote on the OpenCms wiki?

this is not a bug, it is the intended behavior.
administrators are allowed to do everything, and all permission checks are ignored. this is important also to have in mind, when testing a new feature/configuration...
