Making it possible to restrict what system adminstrators can do in the system could have catastrofic consequences - you could get the system into an undesired state that nobody had the rights to get it out of again. Rest assured, that if you dig a hole, the users can fall into, you are allmost sure to catch some of them, so doing this would be really bad design.
 
And what would be the point ? If you don't trust a user to be able to handle the responsibilty of being an administrator then simply don't let her.
 
Also note that a user can have multiple identities in the system, so an administrator could be given an alternative account without administrator privileges if she really needed to do stuff without adminstrator privileges.

No, it's not about disabling, just let the logic win and make the administrator permission-configurable. ;)
