[opencms-dev] Re strict explorer view

It restricts the workplace view of the given user to the area you defined a
row above with "start with folder". He may not leave this part of the vfs by
means of workplace view. Not very useful if the user may change this himself
inside preferences. But if you disable it, you can effectively restrict the
view of any user.
