Hi Fidel,

is your property file exported to RFS under WEB-INF/classes e.g:

C:\OpenCms\webapps\ROOT\WEB-INF\classes\net\sf\ocms\community

Try to touch the property file and publish it again, it shall get 
updated on RFS too! you need also to set the right exportpoint, so that 
it gets exported properly.

Here I have a standalone bundle of OpenCms 7.0.5:

Download, unzip and run (needs no installation) and see how it works there.

By the way: and if nothing helps sometimes deleting the WEB-INF/jsp and 
the "tomcat/work/Catalina/localhost/opencms" folder and restart could 
help too.
