The reason we're moving files is that we discovered that having an overlapping folder (typically the /default folder) under /sites for different websites - e.g. /sites/default/site1 and /sites/default/site2 - didn't sit well with OpenCms. Plus, it makes more sense to have the sites directly under /sites and not /sites/default. The latter is after all, like you said, just a pre-configured site that ships with the system.

The sites do not work properly. If not logged in (when you're logged everything's fine), images are not displayed, and there are no styles, since these files have not been exported by OpenCms. But other than that, everything's fine - the URLs work and deliver the correct pages; e.g. http://www.arcticsystem.no/PATH/TO/PAGE.html serves the vfs file at /sites/arcticsystem/PATH/TO/PAGE.html (note that there is no "cms2" in the end-user URL, because of the rewrite rules in Apache's config).

Indeed, it does seem like the sites/names are not configured properly. I checked several times, against another server that has the same setup, but found no errors. Also, keep in mind that the "Arctic System" site was working fine, export and everything, before I started moving folders from /sites/default/ to /sites. And the various site names must have been properly understood by OpenCms, since it delivered the correct pages... To me, it's all just very strange.

Unfortunately, since these sites needed to be up and running, I could not wait and examine the problem further. In the end, I had to change over to the "new" Apache/Tomcat configuration, presented by Sebastian Himberger recently. After that, everything worked fine. Worth noting is that in this process, I did not change any site-specific details.

I don't know if any conclusions can be made. This was OpenCms7.0.4, Apache2.2 and Tomcat5.5.

You do not HAVE to move your files. 
You can also change your opencms website configurations and tell opencms which site roots should be used for your configuration.

The /sites/default folder is only a suggestion that is pre-configured with a fresh opencms installation. But there is nothing magic about this folder. You can change your opencms site configuration and then it will be a normal folder like any othe.

The first thing to check is if your sites work properly when you call them through a browser.
Use a browser without opencms login session and go - for example by pointing your browser to something like   
  http://www.arcticsystem.no/cms2/PATH/TO/PAGE.html

In this case: do you get the page that is lying in your opencms file system at  /sites/arcticsystem/PATH/TO/PAGE.html

To me, this really does not sound as if it is connected to your static export configuration or your site folders. 
It seems as if the sites/names themselves are not yet configured properly.

Opencms will issue http requests against itself, so first try, if your various site names are properly understood by opencms by trying out URLs with a browser as described above.
