[opencms-dev] group Users not available under 7.0.5

After migrating our site from 6.2.3 to 7.0.5 my colleague, who didn't
have administrative rights but was member of the manager group suddenly
cannot edit files anymore in the OpenCms workplace.

When she logs in into the workplace, she doesn't see the left tree
structure and everything in the right file view is greyed out.

I then looked into the User administration and in the User Overview I
see that this user belongs to

Mitglieder (a group created by us)
Projectmanagers
Users * (greyed out)
Webusers


User Roles:

Project Manager (yellow hat)
Workplace User  (yellow hat)


But she cannot use the workplace.

Why is "Users" greyed out?
