You could try to unzip the file and attempt to import the (unzipped)results.

IIRC that resolved a similar issue for us (zip file being too large to unzip in memory)

I did that. I can also see in Task manager (Windows XP) that the system
is now (due to larger tomcat) 1.4 GB Memory rather than about 800 MB as
before. Still I'm getting the Java heap out of memory error when trying
to import that zip file.
