[opencms-dev] Role fine granulation

I would like to assign one of our secretaries the right  to export
databases into .zip files through the administrative interface.
(database manager is a role suitable for this).

But on the other hand I would not like to allow them to import modules
or import other data.

How can this be achieved.
I'm talking about 7.5.
