[opencms-dev] User Management Problem

For the records, I seem to have the same issue, using OpenCms 7.5.2-jpa

New org-unit, new user with "Users" profile.

In the context menu of a file, publish is grayed out.

In the editor, the publish icon in the top-left is available and works.
