Maybe delete the File History before importing the zip:
Administration View >  File History  > Clear History

Or remove all UUID tags from the manifest.xml.
But this doesn't work correctly, if you use "Siblings" or "pointer"!

I deleted the whole tree and reimported the zip file from the other site
to no avail.  The resource under that ID 2c897162-4abe-11de-98dd-0016f2582fcd
is flagged as existing already.

WOuld it help if I could use some SQL to delete the resource manually?
