[opencms-dev] Cannot open New Folder dialog in OpenCMS

When I try to create a new folder in the Explorer interface, instead of the folder name dialog I get a blank screen on the right hand pane where the dialog should be.

This is unfortunately happening on our production server.  The dev server is set up (almost) identically but isn't having this issue.

Background:
 - The only recent changes have been user account creations and user permissions changes, but this issue even affects (unchanged) Administrator accounts.
 - I haven't had any issues creating or deleting files or links.
 - If I create a directory on the real file system and synch, it will appear.
 - The OpenCMS log doesn't show any activity when this happens and no errors appear in the interface.

Any suggestions are appreciated.
