[opencms-dev] Alternative language w/o proper configuration

Hi all,

for a real small project we'd like to have a turkish site.
This should be done with minimal effort, especially I
don't want to see turkish as an available language as 
probably 0.01% of all pages would be in this language
and changes are quite unfrequent. 

Turkish content is produced quickly and the locale property
is set easy as well. But this seems not to be enough
to get turkish output? By contrast it works if I 
append the __locale parameter to my request.

But any idea how it works without parameters?
