[opencms-dev] erroneous behaviour of editing users (9.5.0)

First off: I have 9.5.0 installed and yesterday I imported all users of 
the old site and reedited the user records to correct
Umlauts that appeared as two bytes after the import, like ü for ü,  
back to a readable form, a single ü.

What appered strange was the fact that the password fields in the User 
edit dialog were not empty as I'm used to it. Instead, the first
password field is preset with something. The second field is empty.

To store the changed data, one has to make the first field empty. I'm 
not sure whether this is the case, because I changed password encoding
back to MD5 (a must, to preserve the user passwords).

Another quirk, which I'm observing through all previous OpenCms versions 
is the fact, that seemingly "empty" fields in the user edit dialog
are preset with a " " (blank) in the first text position. This leads to 
errors when storing a record that has these fields preset with a blank.

I can recall that I  posted this observation already a couple of years ago.

But what is bothering me most is, that when I export the users into a 
csv-file and re-import them, these two byte characters are there again 
and not displayed properly in the User record.
