You can create a new module and then relevant folder which contains the actual pages as a resource or particularly pick each and every item of interest. You can then try to export this module and import it. This module can then be imported in your production or any other environment per say. Remember to maintain the right site context selected.

PS: This is something that works for me in 9.5.1.

Does anyone know if you can export a sitemap? Because I have a sitemap generated in localhost and wanted to export it to the production environment.
