[opencms-dev] role "element author" -> no ade toolbar

guys,

i need to add users with the role "element author", they should not be
allowed to open the workplace. they are able to log into the opencms
installation, but they don't see the the ade toolbar. i have to give
them at least the role "workplace editor" to make the toolbar visible.
the weird thing is, if i let them log in as "workplace editor" and
switch their role as long as they are logged in, everything works -
the toolbar is there and the sitemap editor disappears. until they log
off, after the next login the toolbar is gone again.

any ideas?
